Nine years ago, the Supreme Court struck down a Chicago law that amounted to a near-total ban on handgun ownership in the city. It was a landmark Second Amendment decision that opened the door to judicial scrutiny of a wide range of firearm regulations. Since then, however, the court has consistently avoided Second Amendment cases, leaving a great deal of uncertainty about what policies are allowed.
